Rihanna could've gotten dropped after the performance of her first album (one hit and one flop second single). Supporting her career could've caused further debt to the Label. That was a RISK.
Rihanna had to support her own music videos at a time when her finances weren't at their best. That was a RISK. There's no guarantee Disturbia would've been as successful without a video.
She had to rely mainly on endorsements for financing for SOS video which was her first release after her underperforming second single. There was no guarantee she was going to get a number one hit in 2006.
Rihanna making songs like S&M and Man Down alienated her main audience( which at the time had already dwindled as evidenced by Rated R's chart performance despite 3 top ten hits). She was trying to get the public back on her side which a poppier, more accessible sound at the time and those songs went against that.
Rihanna taking a break was a risk she could've fallen off much harder and not been able to successfully come back and never have a hit again.
Just to remind you the definition of a Risk is "someone or something that creates or suggests a hazard"
