We should definitely go a back to a Top 40 Tracks-style airplay chart (the originally Hot 100 Airplay formula) which consisted of Mainstream Top 40 + Rhythmic Top 40 + Adult Top 40 audience impressions. Much fairer for pop songs and it's the airplay chart which got Madonna, Michael, Mariah, and Janet all their #1 hits.  Has anybody else noticed they all started flopping when the airplay got changed in 1998?

They started flopping because they were losing popularity. Even with the change in formula, they would still easily get #1's.

Well for Madonna Don't Tell Me would've hit #1 and Get Together, Jump and the American Life singles probably would've at least charted, and for Mariah, Shake It Off would've definitely hit #1 and I Stay In Love and the numerous Charmbracelet and Glitter (  ) flops would've at least charted. You're right about Janet though and Michael hasn't had any new material.

the new formula means most major artists can only score a hit when they get huge downloads for a new song, then follow up singles flop because of airplay

The problem started in 2002! For 2-3 years the Hot100 was extremely airplay driven as there were no sales! 2003 until 2005. And also, in 2002 the Rhythmic top40 focused heavily on hip hop and RnB! I remember in 2000-1 even Pink hit no1 on the Rhythmic top40 with Most Girls! Now it's impossible to see Pink on that chart! A white artist generally!
For example, in 2004 when Britney released My Prerogative, she didn't chart just because she had no airplay. Today it would have charted due to digital sales. What a dark era for the hot100 !  2003-2005!

So true. So many Britney singles could have and would have charted in the top five. As a matter of fact, "Toxic" was pretty much screwed from that top spot.

I completely agree but I know a lot of people think you're racist if you think the airplay's biased now although that is never the case.
Even from 2002-2005, if the airplay had been Pop + Rhythmic + HAC like it used to be, pop and more "adult" songs still would've hit #1 on the Hot 100. The 2004 Hot 100 chart was SUCH a mess. Toxic, a MASSIVE hit, only peaked at #9, while a song called 'Slow Jamz' hit #1 for a week. Does anyone even remember that song or think that it was a bigger hit than Toxic? Hell no.

Toxic would've peaked at #2 if the old airplay was still used.  Usher would've blocked it but nobody can deny Yeah! was a bigger hit.
I still can't believe I'm Not A Girl Not Yet A Woman, Boys, and My Prerogative didn't even chart. Based on "true" popularity, they all would've been top 40 on Billboard.
Thank God for iTunes though. Could you imagine the charts without it now?

I think it would be better if the formula was:
Digital Sales + Streaming Points + Mediabase AI #s  + Physical CD Sales (for the few songs that still release this way)
Digital sales easily tell what people want to hear. Radio should take notice, but for some reason, they don't. "New Divide" and "Fallin' for You" should both easily be racing up airplay charts, but for some strange reason, they aren't. It's not right. If I owned a radio station, or a company that controls what a station would play, digital sales would strongly influence our playlist.

I'll just say that Slow Jamz is arguably one of the greatest hip-hop songs of this decade IMO. It's extremely memorable. Kanye West, Jamie Foxx & Twista were all on that one song. I think it deserved #1. It was HUGE.
& The Hot 100 is not some chart for us. It's for like people who work in the music industry. They NEED to have radio factored into the chart because when radio plays a song, that's promotion for the artist.

No! Of course I'm not racist! It's just a fact, I didn't complain about it or something
I think the HOT100 was in such a crisis in 2003-4-5! The top singles were downloaded a few thousand times only. The HOT100 was like the Hot100 airplay! Almost the same! There were no sales to influence the chart.

There are bad things about iTunes just like in radios.
There are bad songs that are charting so high cuz' of radios just like that there are songs that are charting high cuz' of high first week sales or just cuz' the artist got a huge fan base...[Jonas Brothers and and w/e]
On the other hands, some songs/artists wouldn't have become successful with out radios/iTunes.
No matter what BB rules will be, there will always be something wrong with it and some song that will suffer or gain from it.

Don't forget music video play
Remember TRL had NO impact on the Hot 100.
Billboard has a great chart now called the Hot Videoclip Tracks that measures music video play on the different music channels. That's what I use on my chart.

"Slow Jamz is by Twista featuring Jamie Fox and Kanye West. It was a huge hit and it had massive airplay in 2004. You obviously don't listen to Urban music.
