I think this could be true. She posted in that video "I saw your tweets" and then announced the tracks for digital download for Fanjoy. I think we would have gotten different Fanjoy tracks but everyone tweeted her complaining about Outlaw's absence and AAY/CTS not being on the album so she probably rushed herself to a studio to finish Outlaw and then put the tracks that she thought would make the fans happy on the Fanjoy. Not long before that video she said Outlaw wouldn't even be on the album and didn't mention it being on a special edition.

This worries me because Outlaw is cute but it sounds a bit like a demo that was rushed into being mastered, which is what I believe happened. The autotune is a little messy which makes me think she didn't have a lot of time to re-record vocals and make it perfect. I do like the lyrics though.
