Their home country is the U.K. which is less than a fifth the size of the U.S. Obviously every artist is going to sell the most in the U.S.

Percentage wise, more half of of BOMT's [album] sales come from the US. When you do the math, relatively speaking, you'll see Spice was a bigger album globally.
Spice sold 28 million. 28 > 25. Spice > BOMT. I don't make the rules, I just enforce them.
If you're basing solely on impact, it's clear Wannabe is of more significance. They created a teen pop sound that gave the all the bubblegum acts an avenue for success. Britney, Xtina, N'sync, Jessica, etc all owe a debt to the Spice Girls. Not a coincidence Wannabe blows up in 97, and Max Martin starts shopping his songs around the following year. BOMT was definitely bigger in the US, but worldwide, it's just not on Wannabe's level.

Both had really significant impact. If "Wannabe" hadn't been released, "...Baby One More Time" wouldn't exist. People who say "Wannabe" is forgotten are really stupid, I played the song in my class a couple of weeks ago and my students are around 12-16 years and they were all jamming to the song. Same happens with "...Baby One More Time", they know at least the chorus.
