That was Jan. 2012, assuming 21M sold from her top ten singles in Jan 2012 (3.3M for Womanizer, 3M for Circus, 2.8M for TTWE, 2.2M for 3, 2M for Toxic, 1.8M for POM, 1.7M for GM, 1.7M for IWG, 1.6M for HIAM and 1.3M for Amy -- basically shaved off 100K or so from each, give or take = 21.4M) that leaves about 7.665M from other tracks. 7.665M/28 other singles counted in the 2012 figure (remove S&S/WB/Perfume/OLL since they're after 2012) = 273,750 avg per track.
Assuming that each song is now at ~275K avg is 275K x 28 = 7.7M.
SO
22.37 from top ten best selling singles as of March 2015 + 7.7M from 28 other singles released prior to 2012 + post-2012 singles (3.5M for S&S, 250K for OLL, 1M for WB and 250K for Perfume = 5M) = 38.57M. 
So I'll just stick with 35M. But I'd be more impressed if it was actually closer to 40M.
