Billboard confirmed that they are counted for Britney. They probably think her overall sales are good enough without them. She doesn't need them to look successful

RIAA eventually changed the rules to include them but Soundscan didn't think these 'sales' were worthy of being counted

People saying Blackout didn't hit 1 Million copies in the US
Anywho, they should add the club sales before. That's like 1.5M more for BOMT and 1M more for Oops which brings her to third.
