Nnnn, no she's not. "Huge" would be having more Japanese awards than any foreign contemporary, having a single and/or an album sell 1,000,000 copies, or playing three shows and pulling in $20,000,000.
Beyonce doesn't even have a single #1 album in Japan. Gaga has two.

Except for the fact that Gaga's tours are more global, her hits are more global, she has sold more solo records worldwide, Bey's last WW hit was a Gaga song, Gaga's awards come from more countries, Gaga promotes/has promoted in more countries, Gaga's albums sell more outside of the US than inside, Japan doesn't use Beyonce...
But I guess there's no possible argument indeed.
