Completely. Rihanna is about building up over time. She has very few strong debuts but she has much, much stronger hit potential because her single sales, streaming and radio play all peak at the same time.
If Rihanna were to release a single tomorrow, it wouldn't be a threat until mid-April.
That being said, it doesn't look like Britney will be debuting at #1 unless she pushes some 400k+ units and releases the video the same week. Instead, she really needs to focus on getting a radio smash that builds over time this era.
