Say Somethin' obviously wasn't a good single choice. The chorus is kind of catchy but overall the melody is too complex, it's not the kind of song that you want to listen over and over again. Plus, they didn't promote it the least. I find it not very surprising that the song performed so weakly on the charts.
The real interesting question is your last one. Stay The Night originally was intented to serve as Mimi's lead single but L.A. Reid supposedly advised her to record a few more, let's say, powerful songs, so she wrote and recorded It's Like That then, and it was chosen to be the first single. I have never read anything about why did not release Stay The Night later on. It would have been perfect after Don't Forget About Us, it's way catchier than Say Somethin' but God knows know why they decided the way they did.
