Simply because Rihanna hasn't been in a studio for more than a month, and Kuk Harrell was in a studio with mixing / mastering engineers + Rihanna's A&R (no producers) 1 month ago and that's the last studio session we know about R8. Also, Rih has been working on the album since May last year, Idk it just seems logical to me.
