There is cultural appropriation that exists. Is this specific girl "appropriating black culture"? Meh, probably not but to pretend there is nothing bad about the general situation of it (white people never being looked down when doing "black things" but black people doing black things is instantly trashy, unclassy etc.) is literally being ignorant. Even though she isn't specifically creating an issue, the hairstyle and the situation open a dialogue that needs to be addressed.
Don't hush away race issues because they're still happening everyday.
Tl;dr: The girl is ok but let's use this to talk about an actual issue directly related to her hair and what it stands for. If you think it's "just a hairstyle" then the dialogue on this is very important to listen to and understand things from another's perspective.
EDIT: Accelgors(sp?) read this before you type me another essay that literally is based on your perception I think the girl's hair is appropriating anything.

There was this white girl with dreads at my college and everyone (mostly black people) would stare and make fun of her. 
I thought they looked nice on her though. Very few people can pull of dreads imo. Actually my 2 asian friends wore it and it looked dope.
I barely hear hear braids get called trashy, mostly cornrows. I remember being made fun of by this ignorant white boy for my braids though. So it def happens

Honestly, if they're tastefully done then yes. There was a teacher at my high school who had 4 foot dreads but they looked so good and put together everyone liked it. NOW if her dreads are falling out, frizzy, and ugly af then no she wont get a job.

Oh please, this 11-year old girl isn't at fault for wanting to do her hair the way she likes it. Blame the school systems and the media for the stigma that black girls having afros, dread locks, and box braids and being labeled ghetto. To take out your own agenda on a little girl is stupid and misinformed and is just placing your own anger on someone who doesn't need it.
If you care so much about the appropriation on black culture and its stigma that it gets, then fight a higher power then a defenseless girl on social media. SJW have NO idea what they're doing or where to fight their battles.
