Like if you think about it:
Unconditionally: Not a good single choice. Chorus was too clunky; didn't connect with GP; was released with the album... and it didn't stand out enough in a busy fourth quarter. Got easily overshadowed by DH.
Birthday: Terrific single choice and insanely smashable. Received okay radio support (I only heard it once/twice tbh) but horrendous video (literally voted the worst of 2014) killed it. People were here for the song tho; see the lyric video's views.
This Is How We Do: Trash song. Even goldsoundz said it wasn't in the top EIGHT on HitPredictor. Dead on arrival. Didn't completely flop because of the excellent video.
None of this was Katy putting out a bona fide smash and radio and GP completely ignoring it. Her singles campaign was just messily handled.
