I remember arguing with a Rihanna fan when I first joined about this.

Basically in her first tour, the tickets were very cheap in order for her to establish an audience. The biggest difference between both tours is the ticket prices. She was far less established than she is now (She didn't have half the album sales and #1 hits she has now by the time the tickets went on sale). She's always had the touring power, it's just the prices that held her down in the first tour. Both are almost sold out. God knows how much resellers must have made off her back in the first tour when she kept getting hits.
