This latest scandal just shows how unreliable touring grosses are and that they can only be used to make very rough comparisons. You can't use them to rank girls with similar power like Pepcé, Rihanna, Katy and P!nk.

And there have been tons of rumors (especially in the 90's-80's) about labels paying physical retailers to alter their sales. Like I said, if you're gonna start pulling a Descartes with the tour gross nonsense, might as well start doing it for albums too. But that doesn't mean I'll start analyzing whether those album sales are legit. This is ATRL after all; it's a chart/countdowns tracking forum. At the end of the day, official sources are as legit of a source as we can get.

but i think basically what must have happened is katy and jt must have both sold more of the orange and red seats, and more of the green seats were empty

Both dates were sold out and the sizes of the areas on the chart correspond with the number of available seats. Based on the seating chart and the ticket prices, there is no way Katy could have grossed more than JT, unless they added something to the gross that other promoters don't.
