They just get it from the promoters. And the promoters can report anything they want.
This latest scandal just shows how unreliable touring grosses are and that they can only be used to make very rough comparisons. You can't use them to rank girls with similar power like Pepcé, Rihanna, Katy and P!nk.
I knew the PWT tour couldn't have grossed that much
