If you scroll down a bit on the page, you will see in bold letters "Details" and it's says "In total, 1,164 people have been recommended to The Queen for an award this year." So are these the official New Years recommendations to the queen?

Yes, that's where I got the first link I posted. I don't think the Queen really personally picks anyone though, it's just her role (or Charles's) to give the honors on the Prime Minister's list to the people. I suppose she could object if she didn't like a choice, although I doubt that happens often.
Of course, I'm an American so I'm really only guessing from all of this I see online, to me it just means you get to go to the palace to get a fancy pin thing and then get a cool acronym added to your name
