I think they are official. I.e. this previous official and completed list, published for the June 2014 Queen's Birthday Honours, is listed as the "Prime Minister's List".

And furthermore, the page for these New Year honors describe them (them being the list of the Prime Minister and that of the Foreign Secretary) as the "The
full New Year Honours lists for 2015". I take "recommendations" to mean that he must recommend them in order for them to be on the list, not that he must submit recommendations for someone else to decide who is and who isn't of whom he puts on the list. Also, there is a note about the media publishing the list in the document, which leads me to believe it is official—why would they release it just to report that people are
maybe on the Honours list?
