To rhyme. Yes that is a cringeworthy line for sure but it makes sense. If she went with another celeb that people didn't know then it wouldn't work as well.

She's out in Hollywood, so she's rich and successful, while the other rappers aren't eating aka they have no money and they're struggling.

Honestly I thnk Nicki was being lazy on that as well as other lyrics to songs like that. I know she has it in her to use a more clever rhyme but she probably thought this would suffice.

I do agree that Shia is no longer A list after Transformers and and there are a few A list actors that she could have referenced but eh...that's not even the questionable part of the song for me.

Her strong influence of Big/Kim on verses and Azealia sound on chorus mashed together definitely makes me wonder if she could have put more Onika/Nicki into it.
