Toxic, Circus, TTWE, Womanizer, Baby, Poops, Slave, S&S, and IWG are all pretty good catalog sellers. I've been tracking their sales/positions for a while now.

Album sales > single sales and her GH:MP catalogue sales are better than most of her catalogue single sales

But these stats just prove that she isn't a great catalog seller.. at all.
I think she used to be though, last decade.
Her GHs are good catalog sellers, but yes they were better during Circus/3 eras. That's when she had a massive career resurgence and that helped her catalog sell great.
