No, but in this specific situation I actually think Drunk In Love is also her best song, which is why more people also bought it. It's a good song, and I like the Jay-Z feature (which also helped the song sell more).
The sound also fit the same sound that was on the radio, which is why Partition did almost as well on radio (except you could say it had "no promo").
If any other song on the album had been more successful you would be calling that Beyoncé's best song. Stop pretending like you know anything about music and aren't a Hot 100 obsessive like most of the other queens on this site.

Because post-album singles rarely do well without some kind of push. She didn't promote the singles and didn't have the advantage of having a brand new video pushing the song.
