There's a difference between promoting an album and promoting an individual single. A tour, for example will have no affect on single sales because it encourages fans to buy the entire album. And the fact that your only argument is that she uploaded a video to youtube as promo

Drunk in love reached #2, had there been actual promo for the single besides the Grammys she could've gotten to #1. I really don't see how performing a medley at the VMA's 6 months later, an album banner on itunes, a tour and 1 video could ever be considered promo for a song. An album? Sure, but definitely not a song. Bey performed DIL twice in the span of 8 months this year, I don't see how that is beneficial to its sales at all.
FYI - the banner was only for 2 days, December 13th and 14th. Drunk in love wasn't even available for purchase until the 20th of December. By then all the banners were already gone.
