Katy herself said LL was going to be released this year.
And WOA was well received(like DH) and it wasn't a normal single for her. Katy freaking loves that song and she wanted it to be her "gay anthem"
if you will. The whole eras purpose was to make smashes(no one expected TD again though) but at different approaches and influences from each single.
Unconditionally - Ballad/ serious approach
Walking on Air - Dance pop
Dark Horse - trap-influenced
Roar - classic Katy, instant anthemic smash
Legendary Lovers - the India/spicy vibe
But it's all speculation at this point, all we do know is Katy has to approve every release and this era did not play out the way she thought it would.

I remember when a certain someone said Icki Garbage's childish imagery was genuine unlike Katy's and she pulled it off naturally only for the oompa loompa to drop the costumes altogether when Gaga was over

And Nialler WOA was a radio single for the entire era in Europe and small countries. She obviously never really wanted it as a single since it did its job either way.
