Most sources I've seen who have actually broken down the figures (not just some random ass #) have said somewhere around 13 mil. Even if she's undercertified by THREE mil in the US, there's absolutely no way in hell that's she's sold 11 mil outside of the US It isn't possible. Just look at the chart runs.

The Velvet Rope sold all its copies off one huge single. You know, the 6 million seller Together Again. You know, the 2nd biggest female hit in Europe of 1998 only after My Heart Will Go On (omg so local). Janet dominated with that single alone and let's not forget the massive tour.
