First: the European chart is based on a point system not on a sale systeme. Since UK is the biggest market in Europe, higher an album is in the UK chart and higher the album will be on the official European chart. So Beyonce is probably in the top 10 only because of the UK. Because in the other big market in Europe (France, Germany, Spain), the album isn't doing that great. The album is even flopping in France, the second or third biggest market in Europe.
Second, artist of the decade ? She's not even close of being the biggest selling artist of the decade. Maybe she's the artist of the decade radiowise, but overall, I wonder if she's in the top 5. You can't be the artist of the decade only thanks to radio. Fans don't decide wich song is going to be played. But fans decide wich album is goind to sale more. And on that last point, Beyonce is far away from being the artist of the decade !
