She declined hard, she hasn't even outsold Born This Way's first week sales so don't try and bring up the "no one is selling as much as their peak" argument because it doesn't apply here.
Applause (the LEAD single) has sold only more than BTW's last 2 singles and Judas and it's not her biggest radio hit  Mediabase inflated their audience last year so of course it's going to look like it's her biggest radio hit

'Applause' is Gaga's biggest radio hit. You can ask anyone in the radio thread, or anyone who pays attention to that. You don't even know the facts and yet you're trying to talk about it.

And if you wanna get real, Gaga had a reason to decline considering she had no major hits to keep her going. Meanwhile, Katy recently scored two of the biggest hits of the decade and still failed to sell as much as she did before.
