If an artist has only ever known a decline. If an artist's numbers have descreaed with every tour, they didn't have FORCE to take away in the first place.

A force is continuous success, not improving upon your success over and over again, though that obviously only adds to your "force" status. When an artist grosses hundreds of millions of dollars with one tour, it's not easy to repeat that success and not doing so does not invalidate their ability to tour and bring in big numbers.
Simply put so you can understand: When your first tour grosses $60m, you're going to improve. When your first tour grosses several hundred million, you're going to decline.
By your own definition, Madonna is not a touring force because the MDNA Tour grossed $100m less than the tour before it.

Though I'm sure you have an explanation for that.
