Haha. No it is actually Nielsen who compile the numbers. Billboard just use them.
I am speculating that the report was later than usual due to Nielsen recounting due to Garth Brooks having numbers from a brand new vendor (GhostTunes). This is the first chart week since GhostTunes has gone live.
Don't forget there are no official numbers until BB issue their update, any numbers given previously are not official. A small fluctuation between earlier numbers and final ones is not too uncommon.
Edit: Actually the GhostTunes bit cannot be true. The article said that Ghost Tunes did not report it's numbers to Nielsen.
