**** a tier list. Everyone's skills are different.
It's not like this is the type of game where tier lists decide everything (I don't really think any fighting game is). It's just a convenient way to measure the tools that all the characters were given and how much they can do with what they have. But if this was a tournament people could use whoever they wanted and can slay if they're good enough. This is a bit unrelated but I remember at EVO (biggest fighting game tournament) for Street Fighter in 2013 some guy won with a lower mid tier character. I don't like to say that tier lists don't mean anything though. It's nice to keep in mind what characters have a harder time slaying than others and matchups.

I think that she's been getting more love lately! On the tier list I linked about 2 weeks ago she was trash tier in the 40s. I think she was like 45? She's been gradually increasing her position ever since though. Same with Kirby, he just wasn't that low at first.
I was thinking PacMan was super strong and so was Shulk. Maybe not
