I find that hard to believe.
If ARTPOP had huge smash hits and she was very popular, the tour would obviously do better. I know plenty of people who gave the artRAVE a miss, but would go to the next if they liked the material more. I doubt they're alone.
Beyonce was in a different position because her brand was on top form in addition to people respecting her performing ability. It didn't matter 4 had flopped. She had Glastonbury, Pepsi campaign, Super Bowl, H&M campaign, the popular O2 priority campaign, the song leaks and of course the exposure of her personal life with Blue Ivy and Jay Z. Top form.
I'd consider her an exception anyway, not the rule.
