I think, but that's pure my speculation, they don't wanna saturate the Gaga image this time.
Everyone knows she's coming from an album portrayed as a flop. BTW had it's backlash, the constant Gaga her and there put people off along with the image back then.
Let them simmer the album a bit. Bit of promo here and there and once the tour is over, bookmark this, they are gonna go full speed. Promo the perfume with C2C and promo C2C with the perfume. Performances here and there, do I dare to say Grammys? New Years eve, post Grammy show, C2C HM special. It's all building up nicely.
What point in giving it hardcore promo right now then she's across the sea, by the time she's back people would be over it already.
