People who say WOA is gay and would kill her career are just looking to throw insults around. It's a classic 90s house inspired pop song, it's not gay. That's about as dumb as saying every male who likes pop music is gay. Educate yourself and stop being so petty.

Just kidding, but seriously, I LOVE WOA. and I'm not saying its gay. But the fact that during the start of the era. WOA sold 150k (correct me if i'm wrong) and hasn't sold much since then. even being performed on SNL didn't give much of a boost.
I would love WOA to be a single. (to see Katy in a miniskirt is enough reason for me to be honest.)
but I don't expect it to be a no.1 hit. (I hope I'm wrong though.)
I think a PRISM reissue in Q1 2015 would be best, then new album in either Q4 2015 or Q1 2016. If she's planning on making acoustic and dance records, she could release another album in Q4 2016, too.
Let's be honest here, there's no point in discussing what should be the next single in terms of how likely it is to be a hit. At this stage a Top 10 would require pretty much a miracle, she should either embrace the flop and go for a meaningful track (This Moment or God, since they seem to be her favourites) or go for a song that will minimise the potential flopage - Walking on Air already has radio support and hit #1 on iTunes (Something Dark Horse originally failed to do ) so is probably the best choice on the album.
It Takes Two would've been a fantastic choice though.
From a completely unbiased and realistic point of view, any song they choose as the final single most likely won't make much of an impact anyway. The PRISM era has lost momentum now.

I guess you all are too young to remember the 90s (I'm in my 20s), but commerical house music was universally loved. It was "cool," just like electro-pop meets the 80s or dubstep was cool from 2009-2012, or DJ Mustard was cool from 2012-2014, pop/rock and basic R&B were cool from 2000-2005, Sweedish pop and Brit pop ruled the late 90s, Alernative the mid-90s, etc.
You couldn't watch a basketball game without hearing house music--I was very young, but I remember it. Even in the late 90s, the house trend continued, but it was less soulful and more European. Katy's has that late-90's European dru mkit, but the gospel choir and drums remind me of the good stuff. 90s house has been big in London for over a year, and we all know how long it takes for trends to cross overseas...but I think it's already started, and soon it'll be inescapable. It's actually creeping into Urban music even moreso than pop at the moment. .

I see the Grammys at Feb 8 2015 as a good re-release date, just like Part of Me was shot to #1 with a performance at the Grammys. And it's 1 week before she resumes the tour in continental Europe. Looks like a good final push to sold outs on the Continent.
I highly doubt there will be a PRISM re-release tbh. The only reason they did one for Teenage Dream is because Katy was on fire and they wanted to capitalize on that by releasing a few more singles before she went on her year-long break, but there's no point in doing that this era. I'm expecting either an EP or a new album next year.
