For her, a somewhat sober woman saying to the man she loves (or her fans whichever) that she needs them more than the drug that she had given her life to, means a lot. It means she's willing to give up the substance that made her feel fine (Mary Jane Holland hihihi) for the man (or fans) that make her feel even better, because the love from her fans/man is real and not temporary like dope.
Thats why there's so much emotion. She's literally begging her fans and Taylor to stay with her because she needs them more than anything.
But some of y'all seem so genuinely ticked off that I prefer The Fame to some of her other records and don't like ARTPOP that much. 
Drugs have been an integral part of Gaga's life she since was young and they've been something she has struggled with on and off during her career. You can be anti-drug, but this song doesn't promote drugs or anything like that, it's actually quite the opposite. I mean, it's literally saying "you too can find someone or something that means more to you than drugs".
