Those tweets just show that Katy has a playful and sarcastic sense of humor so I'm sure Taylor is probably just taking Katy's "insults" out of context.
I also find it hard to believe that she would intentionally be mean to somebody at an award show where the media is surrounding them and can report on anything she says/does. Also, I'm pretty sure friends don't write songs about people when all that happened was a business misunderstanding.

And then the dancers thing probably was the ultimatum that made Taylor 100% outraged. And Katy probably felt offended by those claims about her so she decided she would offend too by calling her Regina George

I don't think so, she's got a very dry sarcastic sense of humor too, even her British friends make note of it when talking about her.
