It's been slang in American English for years. Basically, it's like to give a shout out or try to get someone in particular's attention, presumably to meet up - as in, "Give me a holler" or "holla at me."

This, although I usually go by what the artist/label says, in which case for this it would be "Hangul here (Sugar Free)" because they "offically" tacked on the Korean equivalent by including it in the MV name.
That's just me though, all hangul titles in my iTunes library have a translation after them, but whenever possible I follow how they write it.
