You forget Katy helping Kacey to have a chess piece in the pop-country crossover market.

Just like Madonna helped Katy's launch on US radio to have a chess piece in the 2008-2013 generation of pop girls. She probably expected a wave of pop girls after Katy and a stronger Kylie-like girl can be useful. Just in case there was someone trying to cross her lane.
