A lot of times, up-and-coming artists don't even have to have their labels fund those placements.
Radio is actually easier to "encourage." Cakes, free concerts, and discussions with radio promo people at labels are about as far as "payola" to radio goes these days. The problem is that certain program directors and music directors are becoming stans of only certain artists themselves. It's repulsive.
