No, but the fact that it's being branded as "The Sims 4" is indicating it as a sequel and a progressive game in the series. They really should bring the series (or overall game) back to a clean slate in the future.
I understand the point in EP's and Stuff packs, and The Sims 4 will definitely have them, but if EA and Maxis made an IP that didn't need any additional material, available on all platforms at a reasonable price, they'd be on to a winner. Not saying The Sims 4 won't be a successful addition in the franchise, but I get why people are mad at how this "era", perhaps, has been handled so far.

You have to remember the game was only called "The Sims 4" as of last year. It was built as a reboot with online capabilities, and last minute was rebranded "The Sims 4".
It was never developed as The Sims 4. It was The Sims: Olympus. And The Sims 2 and The Sims 3 never had a working title, because they were just developed as "The Sims 3" etc.
Which basically means it was quickly rebranded last minute. But never intended to be.

And on the forums, the developers basically said they had so much to do (they were only given a year) that they worked on the important things like AI and Build Mode etc, rather than worrying about the features.
The Sims 3 was a complete product at launch. People didn't flock to that right away either. That launch was even worse.
