The same reason for euro-centric beauty standards. That's just the way it is now. Maybe in the future things will be more diverse with more developed nations in other continents, though. One would think that Asia, having the biggest populous, would be at the top. Time will tell.

But tbh, it's only Rih stans who talk about Europe when talking about global, because Rih is only big in Europe and North America. Global means that you're successful in Latin America, Africa, Europe, North America AND Asia. The only artist that has recently accomplished this is Lady Gaga.

I think its because theres lots of different languages spoken there (English, French, Italian, Spanish, Portugese, German, Polish, Dutch, Serbian, Greek, Swedish, Romanian, Russian, etc.) and people think that if you are successful there it means that you appeal to several language and cultural demographics, therefore making you "global".
