Though I doubt that Brisbane number could be correct, I'd just like to point out in Gaga's last Top 10 hit in Australia charted in June 2011 - over three years ago, yet she still pulled off an Australian tour about the size of most pop act's tours with literally not a single promotion other than a minor radio interview the day before the leg began.
As an Australian fan I hate to say this because it felt like forever, but in terms of touring (NOT just coming down for standard promo - which most pop acts do yearly or at least every time they have an album out

), returning within two years to perform a tour was very quick by most standards. Gaga returned in 25 months, whereas when Katy comes it will have been 43 months, and Beyonce took 49 months to return.
Considering the success of the BTWB in Australia and her quick return, I can understand why sales weren't great. Beyonce had, and Katy will have an Australian leg about the size of Gaga's BTWB - which was perfectly achievable considering they took their time returning and that their previous tours down under were about the size of Gaga's artRAVE Australian leg now. So...
Oh and I'd also just like to point out that the 2 for 1 deal was announced less than a week before the start of the tour. As an Australian, I can vouch for the fact that it was not made known to the public in anyway and was nothing less than some text added to the ticketing page that few people read. For people that want to work out numbers, I doubt it resulted in anything more than an extra 250 people getting in per date - if that.
