I think the best thing they can do is to form a civilian army (like the Free Syrian Army) and attempt to fight ISIS and push them back.

Doing nothing in the face of injustice and abuse never the answer. BUT, the US doesn't have to get involved with everything. With our economy the way it is there has to be a break in our "let's police the world" mentality.
What we need to do is focus more on helping build these local governments so that they can defend their own lands from the terrorists. We keep sending our soldiers to war to fight a battle that, and this is just IMO, doesn't need to be fought by us. I have to ask, what are other countries doing to assist in these matters?

The entire World's population only hit 1 billion in total in 1804. Can you please cite a source that claims over a billion lives were lost during the slave trade?

Protection from and monitoring of the Soviets on each side (and also I guess to warn if Japan or Germany tries any WW3 shenanigans?)

Why are we the only country responsible for this though? It makes no sense. It's costing us billions each year to monitor countries that we owe billions of dollars to. It's senseless. Let some of the other countries get some of this action. France, the UK, Australia...
I also don't need to point out that we have military bases in London, Africa, and one of the Koreas.

Well, North Korea is a big threat to the South, so we need a base in South Korea since they coordinate with Americans.
Africa we need a base for humanitarian purposes and anti-terrorism, we can't just commandeer civilian homes for troops.
As for London... well, they attacked America before, that's how America was founded!

Unfortunately, it was largely down to the US invading the region that destabilised it to this degree in the first place. That's why our troops stayed so long, in hope that we could sufficiently train their security forces to look after themselves.
The US have a responsibility here, tbh. As do the UK, though, I'm not pointing fingers.
