I wouldn't, especially if you have units to replace them with when you level up. If you don't have units to replace them with, I would level them up. They are very, very easy to evolve.

I would still go for Tree and Elimo. Tree has GREAT defense and Elimo has a great stat booster.

I still think you need either an Elimo or Tree, but if you have to choose, get the new units. They are much stronger than the older units.
