And then move on to some European countries (or promote in September there since she's free then as I'm informed).
After all that promo, move to the States in November and promote the first single there as much as possible, then return with the lead single in the States in January/February with the album release in March.
Do a radio tour in the US, Ellen, Jimmy Kimmel, morning shows, then before the album release, an American Idol performance... it could work. I just hope they've planned the same

That's a total waste of money though. The reason why everybody releases an album at the same time worldwide is all down to striking while the iron is hot. Promo is done to build buzz and hype to the album so people will actually buy it.
If she releases an album months apart, that would need double the promo because hype would have reached its peak and the label would have to spend more money for her to go on a promo campaign again to build up buzz and hype for the US release. Also, that would mean releasing another single and video for the promo to be built around.
And nobody is saying she should release an album all in the same week. She can release it like a week or two apart so she can do promo in the US for a few weeks' time and do promo in the UK until the album release then go back to US for the stateside release.
That's how international artists do it. Besides, she doesn't have that big of a following in UK. And the first single is actually the lead single, your terms are confusing.
