it's basic ( for European city ) when you calculate the power and history that Vienna had and still has . It was capital of the Habsburg monarchy and still some cities in that ex Habsburg region are more attractive than Vienna like Prague, Budapest , Zadar, Split, Dubrovnik and even some smaller towns ( Zagreb ,Ljubljana , Graz ...) considering that they were on the empire's periphery and had no political power and money like Vienna had
but yes , it's a lovely city
