This was 2000. Superhero films just weren't that bankable at all really. Plus due to the two previous Batman & Robin live action films, the whole colored spandex thing was seen as so corny. That's why they went with black leather and made it so serious.
It was such a huge risk they had a small budget. So that's why the plans to include nightcrawler, beast, Pyro and the danger room never materialized. And that's why their wasn't much action because they didn't have much leeway until the second film.
