She does take risks, she's just smart enough to know when a risk wouldn't pay off. Obviously releasing an album like ARTPOP wouldn't pay off (the risk here being releasing a mediocre album in hopes her star power is still strong enough to sell it, which didn't pay off for Gaga).
And I don't really get some of the comments here. ARTPOP wasn't risky or revolutionary. It was Gaga's attempt at jumping on the EDM bandwagon, getting producers like Zedd and Madeon on board, however combined with her odd lyricism it wasn't a good match and it was, to be honest, a little dated upon arrival anyway (especially since many of the album's instrumentals were recycled - and not Dr. Luke's version of recycling, literally stripped instrumentals from tracks from many years ago - which left the innovation out of the record) and was all wrapped up in a tacky concept that didn't resonate with the GP (ART meats POP in a reverse Warholian experience or something similar).
All in all, I'm sure Katy will not have her 'ARTPOP era' as she's pretty good at making the right decisions of what to change and when.
Not saying ARTPOP is revolutionary or anything, but it does have some songs that are quite "out there" and that's something Katy's team would never let her do. I don't think Katy will ever face the type of backlash Gaga faced simply because a) people don't care enough and b) she doesn't piss people off because she plays it safe. If backlash does occur, it'll probably just be because of underperforming singles and it'll only last for a little while without it becoming a huge fuss. Katy's fine as long as she continues following trends.

Notice how Dark Horse, the most distinctive single she has ever released, was a monster? Roar obviously did very well too, but that was her lead single. Uncle and Birthday are the same old same old and had mediocre performance. TIHWD is also same old same old, but in a really terrible way, and it's likely going to bomb.
If she delivers TD Part III for her next era, I don't think she will too well. People grow tired of the same music and image. Luckily Katy and her team are probably smart enough to realize that and will do what needs to be done.
Much in the same way that Gaga is now putting all her energy into C2C and she said ARTPOP is the "end of the beginning of my career." She knows it's time to change.
It's kind of funny, really, because Gaga and Katy actually did the same thing this era. They both had the chance to come back with totally different albums/sounds/images, but instead they both chose to push their image harder than ever before.
