Apparently the last two expansion packs were developed with less than 30 people because the rest of the team focused on the second game.
Which is why sadly, Makin Magic and Superstar pretty much weren't featured in The Sims 2. The ideas of the packs weren't really approved throughout the whole team at the time.
After they became cult classics though The Sims 3 benefited from both.
Those have to be two of my favorite expansion packs.
