There is a member who I see in every thread, and they literally repost a comment that's already been said but word it differently. Pretty sure it's for that post count thread I doubt they even know what they're talking about.. Is nobody else noticing

The user I'm thinking of always restates the question asked in the OP and then a generic smiley that doesn't really even make sense in context. Like, if the question in the OP is "Do you like Rihanna?" he'll reply something like "Yes, I do like Rihanna. "
I doubt they even know what they're talking about.. Is nobody else noticing
