If anything, Bloomers would be at a disadvantage by using Elements. It's basically just a more compact version of Creative Suite with only really the tools needed for photography cleaning, organizing and some pretty simple formatting. If he's confident in his ability to make the best of the features offered, I don't think it would be unfair at all.

That's just my two-cents though.

It's up to you. Sign ups are still open and you still have time to download Photoshop. But if you don't feel like participating in the competition, you can aswell do the challenges. They would not get rated though. (or maybe the judges are nice and rate yours aswell, I would )
