I don't think that it's about Frankie being in an alliance with who Zach has an alliance with, he made it clear he is playing his own game
They can't hold each others hands and skip to the finale they have to have a group of people

Frankie has some of the gurls + Team America + Devin/Caleb and Zach has Cody/Derrick
