Saying we shouldn't judge women on their looks is essentially saying we shouldn't judge their outside appearance, correct? And saying she looks dirty is insulting her outside appearance, correct?
Except being filthy isn't her outside appearance (that would be what she wears, how she does her hair etc), it is an example of poor hygiene which should always be called out on. It can lead to serious health problems and probably causes those around her great discomfort.
